"Weapon" is a term that I've always used to denote a tool that a person makes specifically to make killing easier, not a person or non sapient animal/mechanoid which can do a lot of damage.

I ain't too knowledgeable on the whole war deal but I'm preeeetty sure there's some mechs on either side that. Uh. Actually were built specifically to make killing easier. Bombformers and the like, cannon fodder... I mean, yeah, they're also people, but. They were built for their alts, not their... people-ness? Is there a word for that?
