1) Adults aren't allowed to furnish intoxicants to children and adolescents not under their care because unrelated adults who do so are often trying to get them to do things that are against their best interests. Intoxicants have historically been used by predatory members of my species to obtain non-consensual sexual gratification from other people, and younger people are less likely to recognise the tactic.

2) Kids sometimes make bad decisions because their brains aren't fully developed. Intoxicants don't help, because intoxicated people also tend to make bad decisions, and kids are also somewhat more susceptible to encouragement from other kids to do things that no-one in their right mind would ever do sober. The consequences of this can range from deadly (accidents operating motor vehicles and other heavy machinery while intoxicated) to psychologically damaging (sexual behaviour that is undesired, or desired but not safe) to annoying (having a lot of rowdy drunk kids around is no fun for anyone else even if they don't do anything dangerous).

3) Alcohol and other intoxicants can damage developing organic brain structures, but this isn't usually going to happen unless the kid ingests a really large amount of the intoxicant or uses it repeatedly.

In my opinion, the drinking age is of mixed utility. Prosecuting adults who get kids drunk is generally a good thing but it can be carried too far (it's not appropriate in my opinion to prosecute responsible parents or guardians who allow kids to try certain substances in small amounts at home, particularly substances that are commonly used socially by adults in their culture); prosecuting kids for doing ill-advised things is often not helpful at all. Additionally, a woman named Tharinna Kazenda once said something in my hearing that has stuck with me for quite some time: "Oh, so Terranaani allow their children to operate motor vehicles and weapons before they have learned to handle their liquor--how sensible~!
