I've never seen an argument that those are required, though? I can't imagine that you really need one for a one-torch lampwork setup, as long as you're in a large enough space with a window you can put a box fan in.
I dunno what the strict requirements are there, now that you mention it. I know my mom was thinking of setting up a studio in her garage for a bit (on account of the fire door and the ceiling made of two-by-fours. stacked the short way up) so that would probably be a situation where you want a hood. #ludicrously overbuilt garages
I think a Standard Residential Garage would be fine with the door open, honestly, those give a Lot of ventilation. Like, to the point that depending on your climate you might want to windshield your torch.
I would love to try it if I could find a place in my area. Unfortunately, I live, well, not the middle of nowhere, but close enough.
