I think you're both absolutely right! As others have mentioned, the logic behind it as presented really doesn't make sense - I was mostly thinking about how the train of thought might have run, whether the train tracks were rational or out of a Dali painting... :P

Bismuth's weapon could have been just a prototype. Removing the kinks and outfitting everyone in the rebellion with one would make it a threat. And uh, I'm really confused by the people surprised Rose did some pretty sketchy shit?? I mean, she was a war general. At war. This post says it better than I do probably, but I don't think she could afford the ideological split on the rebellion if Bismuth's vengeance-shattering brand of extremism had spread, and after everyone in the rebellion had been corrupted or puffed, it was too hard to just go "oh shucks, do you guys remember Bismuth? So, the funniest thing happened a couple hundred years ago!"
