Julian brought up "vacation" within Federation borders, though-- must those who only visit apply for governmental approval as well? How does this work??? No, I am not actually stupid enough to ask a government official for illegal options. Initial phrasing poor; perhaps "are there consequences for entering without government permission" would have been better.
