Shadowplay is a specific subset of brainwashing in IDW-TF-verse and has literally zero to do with demonic possession? As far as we know it involves altering personality traits and memory on a neurological/core programming level.

Shockwave was given empurata and shadowplay as punishment for his too liberal stance back when he was a senator. In his case they "deleted" his emotions, because being passionate about stuff was what made him an inconvenience. His brain eventually began recovering (it's unclear whether other parts of his brain module took up the function of his emotion-center or whether the connections to the emotion center began healing, or whether the programming repaired the protocolls for accessing the emotions, or what) but being a victim of essentially robot lobotomy is why Shockwave is unemotive and supposedly "purely logical" (a rant for another day).
Megatron was supposed to be a victim of shadowplay, but the procedure was interrupted relatively early in, leaving him with a presumably unaltered personality, but a pretty intense phobia of Mnemosurgery. It's implyed he may have lost a few memories of his own writing. It is also implied that this may be a contributing factor to his escalation from rebellion through politcal writing to actual civil war.

So no, i don't think regular flavor mindcontrol like what happened between Ford and Bill (which also exists in TFverse, because of course it does) is at all even remotely similar to Shadowplay.
Shadowplay does not require any continued observation or puppeteering of the victim after the surgery is complete.
It's rewriting personality, not continued active influence on someone's brain functions.

(The -play part of the word neither implies continued remote control, nor kink play, not sure what it does refer to, but neither of those.)

Vali would still state that by changing the person it means what the person did under its influence is the fault of the programmer. She really does not have any kind of sympathy for the idea that people can be held responsible for the results of things that were done to them without their consent, because she is a catte and a cursebreaker and has authority issues out the wazoo.

I did not think it was the same as demonic possession (Vali even states she's sure the mechanism is different) but while I did not know the control was not ongoing, turning someone into a serial killer is not the same thing as them deciding to become one on their own.

Then please don't say things like "If Billford wasn't shadowplay then I dunno what is lol" if you aren't really sure of this concept from a canon you aren't familiar with.
Also I'm gonna point out that while obviously shadowplay is majorly fucked up (that's why it's one of my favorite canon things, I am a dumpster dweller after all), the question of who is ultimately to be held responsible for potential crimes is really fucking hard, because even the surgery is one-and-done. that means the reprogrammed people that are then set loose on society start developing directions again from their new starting point.
One prominent victim even spend a good long time calling his shadowplay something to be grateful for because it made him much more efficient as a scientist and politician now that he didn't have all those terribly inconvenient feelings and empathy to deal with.
Victims of shadowplay and mnemosurgery are still fully independant people and honestly before the war people didn't even know about the institute in that much detail, sure there were rumors, but it was a secret facility and not public knowledge. So no one would even know if someone was shadowplayed or if they just became an asshole for other unknown reasons. Mnemosurgic alterations are easy enough to hide if the mnemosurgeon is even halfway competent.
But sure if Vali wants to deny someone who was planning on destroying all of reality forever autonomy because six million years ago someone fingered his brain (and also state he wasn't personally responsible for all the murders and the countless warcrimes he committed as a Decepticon) i'm sure that would go over really well :P
