I know, right? You sit down to work on a project that's been on the backburner for ages and next thing you know the Court of Stars tower has started levitating and the southwest sewage system is on fire. Again.

... Sure, let's go with protective. Mostly those who decide to stay, something something they become her responsibility. (Doesn't that sound similar to what Apostasia says about Scelus, and her own Court of Scales.) Sometimes she takes interest in people who are just passing through, though.
She just flip-flops between nagging if the nourishment stored are full for the next cold season and nagging if you remembered securing the streets because if they aren't you need to build new ones the next spring.
