There's an impression I've seen lately that "bless your heart" is a very blatant "fuck you", which, in my extensive experience with Southern church ladies, isn't true - if they do mean fuck you by it, they won't do it in front of their peers - everyone would think they were ill mannered or badly raised or some such. Mostly it's a condescending "oh the poor idiot couldn't help themselves" from strangers and a "oh my god you moron I love you though" from friends.

You're right, and Laureline special is Pennarine for Minnesota special. Laureline manners are bizarre because the demographics of the city are mixed up in a way that is either excessively polite or explosive. Tainell himself is direct, but who's going to complain about that? His court however is full of representatives of groups who historically kind of hate one another and like to fight.
