My client here mentioned it briefly. The Law of Non-existence is complicated, as most Celestial laws are, but it can basically be simplified as "gods can't openly show themselves or declare their existence to mortals". One would have to file a petition to Office Prayers and once clearance was gotten, yet another petition would be taken to the Jade Palace to be laid before the Imperial Court. There are a few more groups of officials one would work through here, but the main goal is to get past the Four Generals. Assuming you were approved your request would then be taken directly before the Jade Emperor and Jade Empress who must make a unanimous decision to approve the meeting. If one of the Thearchs denies the petition then it is denied.

Most petitions don't make it past Prayers.

Assuming that one revealed oneself without clearance or was otherwise discovered there is an entire system of legal matters to go through, of course.
