Well, they were setting people on fire for a while. And they've been pretty consistently kicking out and destroying the possessions of dissenters. But I guess they kiiiiinda try to avoid torturing people? Except possibly that one time they did experiments with brain surgery, of course, but that was a while ago.

 

Depends on the definition of 'cult' as well. Sometimes it just means a religious pattern that follows its own specific rites and ceremonies. There are all kinds of cults in the border towns that don't torture people or anything like that. You just have to honor the woodfolk properly if you want to live on the Border, since it's the edge of their territory and all.
