It's... difficult to explain, and additionally varied somewhat by caste. There is a difference between "fully integrated with one's frame" and "expected to make mature, logical decisions;" while the first few centuries after activation can't be called childhood, there was a certain... allowance for impulsive behavior and indecision during the maturation period, down through even the labor castes.

Slaves, of course, were only allowed such behavior when it suited our masters to have someone inexperienced at their side, but that's another problem.
