If you offer outside of the medbay, it is not an issue. Inside the medbay, ethical issues arise. Outside, command structure has made abundantly clear the fraternization is a nonissue, because all potential problems will be treated with equal weight.

Many Decepticon medics had shortage issues with medical supplies and did not wish to 'waste them' on mechs who would be dying shortly regardless. Or so I was told. May have contributed to shortages myself after explanation was given, because it became clear that my squads belonged to the category of 'soon to be dead'.
