Turns out "sultry monotone" doesn't give many useful google results, though there was one song self-described as such, by an artist called Xenia Beliayeva. I mention it because she said "shockwave" quite prominently and I chuckled. I personally feel like it could have been more monotone.
Is there a chance the culprits aren't native English speakers? If your language has a completely different style of punctuating dialogue it can take some getting used to, and it wouldn't be taught in English class because writing fiction is not standard curriculum

It's possible. It's also totally possible that they are native English speakers. Punctuation of quotes in English is the same across most types of writing, so I would guess that it would be covered with essays, if not sooner. Quotes do have more and different punctuation rules than regular sentences. It probably could be confusing to non-native speakers, because it's definitely confusing to a lot of native speakers as well. I don't really have a good answer for this, because on one hand I think the rules are kinda esoteric and fussy and some I plain disagree with, but on the other hand it does trip readers up a little if you just flat ignore them.
Punctuation rules are frankly stupid fucking bullshit. Very important and learnable stupid fucking bullshit. But they're stupid fucking bullshit and I want the comma to fucking die. Like not even because I think we'd be better off, but solely because I fucking hate the thing. Regarding spooning: I don't really find it uncomfortable personally? On either side of the equation. Multiple fics by the same author with the same characters performing the same sex acts over and over are really really annoying. It's also annoying when different characters perform the same sex acts and their personalities and voices are sufficiently undifferentiated that it reads as the same characters.
This is the character who's doing the playful smirk thing, and talking all low and sultry. He's arguably got strong emotions, especially these days, but he's practically defined by incredibly flat affect. (lov him) But the rest of the fic didn't get any better. He continued being super flirty and flustered, and he had zero filter between feels emotion -> acts it out at maximum power. It was... super jarring. And the character he was getting shipped with (Cosmos) was all effortless domming, taking charge and steering the scene and being super forward and confident, etc. Which is also perfectly wrong. And more body size shenanigans, where Cosmos is super short and Soundwave is fairly tall, and buddy you physically cannot be Spoiler: nsfw Fucking Soundwave's thighs from behind and kissing the back of his neck. You're SO SHORT. And for the record, the plating came off at least partly so Cosmos could get some sweet, soft, thigh-fucking action. Cowards. Have him fuck the metal thighs as they are. His dick is metal too, come onnn. Putting your highly rectangular robot in soft, squishy, smoothly rounded thighs is cheating.
I like the implication that Soundwave has squishy bits under his plating despite the fact that there are many scenes of robogore where it's pretty obvious that the only thing under those plates are sharp moving bits and wires and tubes. Like... most machines? edit: like, did soundwave install the intercrural bits specifically and if so, where's the fic exploring that decision, given what a goddamn resource waste that is

It's possible but it is also a solid 35% of FFXV fanfiction, and given normal fandom demographics it doesn't seem likely that everone would have the same mistake that I have never seen before. I suppose if you want I can do some tumblr sleuthing on this one. Its just- grammar is important to me because it is essentially how I read things in my headvoice. The comma is there to indicate that while the quoted scentence is concluding, the sentence as a whole is not, and therefore the breath shouldn't be quite as long as between two discrete sentences. If there's o punctuation there then it changes how I read it completely and messes me up but yeah I am definitely 100% a xenophobic bitch here!!!

Exactly, I was merely thinking out loud since it's something I had to learn on my own not so long ago and I wasn't aware other people a problem with it, so I wondered if there might be a link.
