I mean I think that's less a cause and more a descriptor. Stick around long enough and it wouldn't be hard to convince people you're a god.
I'm not sure it's clothing changing. Or not just clothing changing, anyways. Her hair colour and style changes, too. Which is impressive! I'm not sure how deliberate it is, though - looking at the last couple of pages, she switches from "casual gardening clothes" to "formal mourning" to "Skif queen" in about four panels, and even her eye colour and face shape (and skin tone!) changed when she went from "formal mourning" to "Skif queen". The only things staying consistent are the circle of stars around her head and the tiara with the British emblem on it. Possibly also the core design of her earrings, although I didn't get a close enough look at them in the garden clothes. All of that seems to suggest that her appearance as a whole is malleable and shifts depending on her mood and thoughts, and isn't entirely under her conscious control. Which would also lend support to the story that she's a god. Mere mortals have to settle for less instantaneous wardrobe changes, after all.

I love how Tarvek has a fashionable spring look with coordinated pastels, a perfect ‘on vacation’ look, and Gil lookes like the mid game boss at the end of disc 1. He could not be signaling villany harder. It looks like they shouldn’t be in the same setting let alone the same room.
Spoiler: The Geisterdamen's Eternal Lady and the mirror The Geisterdamen described The Other as "Their Eternal Lady". She's decidedly queenly. Queen Luheia's Mirror is described as being part of a yearly ritual to "Call the Council of Queens" by Zeetha, and Albia later mentions the mirror system. One of the things I'm thinking is that the Geisterdamen's Eternal Lady was one of the Eternal God Queens, like Luheia and Albia. Considering the succession of Queens in Skifander after Luheia's death, it's possible that Lucrezia is less the Other, as she is her successor. Why Lucrezia? No idea. Maybe a similarity in style. I also have a feeling that there is a connection between the Grey Witch who killed Luheia, and the mirrors going dark. In addition to that, with all the time shenanigans going on, I would not be in the least surprised if the "Eternal Lady" was the Grey Witch who killed Luheia. I was about to theorize that the device in the cathedral of Mechanicsburg was put there by Lucrezia, when the wiki informed me that a) Lucrezia had one built in her labs in Castle Heterodyne, and that the one now in the Red Cathedral had been in use by the original Heterodyne (although the latter part is from a semi-canonical sidestory). But yeah. I am really keen on the explanation of wtf has been going on in the backstory with the Other. ETA: Spoiler: What the hell Albia, next take I just noticed -- she's mirroring the people she's talking to. For Zeetha she becomes a Skifandrian, green hair and all and the exact shade that Zeetha's is (her mother's has darker hair if we go by the card game), and a Skifandrian Queen's garb. Her hairstyle is that of Zantabraxus. For Agatha she becomes strawberry blonde with a dress much like the one she wore in her hijacked-by-Lucrezia proclamation about the Baron, and in the style Agatha is commonly depicted by the artists. She's trying to look familiar, and non-threatening.
