I'm assuming similar to how stalagmites are formed - something was dripping above, the water froze where it landed, the ice started growing up as the dripping continued....
Yeah, I've seen smaller and less... uh, evocative ice stalagmites before where water drips off roofs. Since it's on a swing, I'd imagine the top bar of the swingset bent a little lower above it or something. That too.

you know the more I stare at it the more cursed it actually gets? The puppy!Axel - he was never the Kingdom Hearts character known for being portrayed as a puppy by the middle school fangirl crowd in 2008, that was his frenemy Saix. The way Deidara and Sasori are the only chibis. Itachi and Zexion alone and apparently unloveable up at the top. The Heartless symbol (which was left unfinished?? why???) and Uchiha fan framing the crotch. The illegible, blacked-out name on bottom of the left leg. definitely cursed
