Not solely, of course, he's the guy who has a dozen motives for every damn thing, and he's obviously also trying to isolate Minkowski. But if he hates Hilbert for not getting the job (of murdering everyone) done, why wouldn't he hold Eiffel in some esteem for accomplishing the nigh-impossible on the USS Horrible Unending Nightmare? Now, here's the scary part about what-if-he-means-it: It means he's trying to recruit Eiffel into his ultra-cynical worldview and turn him into another Jacobi. )
