I had a discussion about this with some people on FFA once (after I sucked enough at relationship values that Anders randomly made out with my Hawke while she was in a committed relationship with Isabela), and we drew the conclusion that probably half the reason he doesn't bug Hawke about Isabela too is because he just assumes she doesn't "count" as a relationship. Anders is a class act all around. (Obviously the other half is because he doesn't have a grudge against her like the others, but considering how pushy he is about Hawke not dating him otherwise and the existence of a Hawke/Merrill banter where he basically says so straight out, I'm pretty sure it's also that he just didn't even think to consider her as competition.)
