There is a huuuuuuge gap in between his DA2 self and his DAI self and Bioware didn't really bother to explain how he got from one point to another, so there's a lot of headcanons that can fit in that space. I like yours because it kind of explains why he's way more take-charge in DAI in the most Hawkeish way possible - I can just see Cullen thinking to himself, "I cannot possibly make a worse hash of things than Hawke did." (Anyhow, he ends up with first Cassandra, then the Inquisitor to boss him around, so he can stay comfortably not too in charge.)
