Sorry I'm gonna be that guy but: the first time Fenris tries to flirt with you, if you turn him down flat even if it's in the rudest terms possible (like "don't even think about trying to say something like that to me again") he just says "of course". And in the convo I did this with I actually got + friendship! I thought that was awesome to be honest.

Also, another note on friendship and rivalry: As I've said, either is ok in Dragon Age. You don't get a worse path if you rival someone, just a different one. HOWEVER, it's important to .. lean one way or the other? Like, if you want to rival someone, commit. It's necessary for romancing - and good for character development even if you aren't romancing - to get everyone to +50 or -50 by the end of Act 2 and +100 or -100 by the end of act 3. (Ending up between +50 and +100 is fine; but if we rival someone we really really should get them to -100 by the end.) So how do we do that? Well, you get friendship points by doing stuff people like (either in conversation or in plot choices) and the reverse for rival points. But that doesn't mean that - for example - being pro-mage means we HAVE to rival Fenris. We have to just be a bit more careful with which quests we bring him on! If he's not with us, it doesn't affect his approval. So yeah.
