I am thinking of going with heavily 14th century catalonian fashions for influence, but slightly changed to better fit with the depicted style she and other Antivan and Orlesian characters wear.
So... A striped chemise as the undergarment, likely tucked into her breeches. Stays over that in all likelihood? The catalonian striped chemises popular in spain between the 1470s and 1490s had bellsleeves which were often tucked through slashes in the sleeves of gowns to be shown off, but Josephine is shown with puffed sleeves instead. I might go for a compromise and have her wear embroidered and slashed sleeves tied to her stays or a properly slash-sleeved gown/surcoat. the gown should be burgundian. Either heavy silk brocade or velvet. Held closed at the front with a wide leather belt worn just underneath the bust, or, potentially, tailored close to the lines of the wearer's shoulder, bust and waist with a sewn on waistband, laced down at the sides at waist height and held closed with little pearlbuttons down the entire back, potentially also featuring a deep v-neck revealing a lot of the back as well. Though I am thinking the sleeves would still remain seperates that are laced onto a gown.
Technically a stomacher would be worn to hide the stays but given Orlesian fashions and the ballgown we see for example Morrigan wear, I could see there being instead stays with very opulent embroidery and pearls and beads along the neckline made with a decorative outer fabric layer (think fashion corsets) being cheekily revealed under the gown. Yeah, I think i like that.
I wish I could justify her wearing a more fantsy-ish, out there kind of get up but Skyhold is too fuckin cold for like silk chemises that are so thin they are see through aside from the embroidery. But I'll keep that one in mind for Josie/Isabela shenanigans.

For the cullen thing she is definitely wearing a heavier striped chemise, in gold and navy blue (tone matching to King's Willow Weave and Silk Brocade). I think the sleeves with slashes and embroidery are probably tied to her stays in this instance, all of that being made from heavy and lustrous white/gray brocade (Royale Sea Silk) and decorated tastefully with freshwater pearls along the neckline and slashes, with some gold thread embroidery on the neckline of the stays, probably in heavily geometric designs to harken back to the Spanish influences on Antiva and through that the Moorish/Islamic Architecture that had a heavy influence on a period of Spanish and portuguese history. Then her (sleeveless) gown should feature a deep v-neck at the front baring a good bit of the stays and a slightly shallower one leaving the slope of her shoulders and neck bare with pearl buttons closing the back and laces at the sides of her waist to fit with (Fabric should be Silk Brocade or maybe Ring Velvet?) This should likely have lace trim peaking out along the seams, or maybe even fur lining, and the skirt should be open along the front to show off her breeches (Silk Brocade's Royal Blue tone again) and potentially should even have the visible reed casings of the verdugada. Then she wears wool stockings andthe buckled shoes she has in canon probably and some heavy gold jewelry :P

Josephine probably wears the same weight of fabric the average templar wears as armor and she manages to do it while still walking and sitting daintily, dances, and probably walks more than most warriors do in their armors. Without batting an eyelash. Because she is an indomitable goddess.

Concept: I start up Ceridwen's save file and speedrun to Skyhold so I can access the Armor Tinting Station, then buy a shitload of stuff from the Black Emporium for the express purpose of putting together Outfits for her. That would look pretty next to Josephine.

and then I need to do everything in denerim and stuff.
