Things are updating, if that could be what's doing it. I decided to hop back onto the server after surviving solo for a few days (I wrangled a cow. It was awesome.) And yeah, it's doing a thing.
I tried closing it and reopening the launcher, got back to joining the server, and it froze again. The screen just before it mentions things like "Connecting to Server." It's been the blank background and frozen for seven minutes. I guess the first troubleshooting question is, do we use the Kintsugi launcher every time, or just a first time to download the mods? ...gdit. By the time it responded to me clicking the X, it started displaying the loading server message. Trying again for a round three.
Okay, so, it takes a fairly long time to start up even on high-end machines because tons of mods. Like, >200 mods. It takes ~2.5 minutes on a fairly unreasonably high-end machine with a ton of extra memory. Yes, you'd keep using the special launcher. That'll also pick up updated versions of mods, etcetera.

Okay, so, several people have been annoyed by InventoryTweaks, I personally hate it, it's gone. BigReactors is gone because I do not need YET ANOTHER metal ore. World generation is going back to Biomes O' Plenty, and Realistic World Gen is being dropped for being really buggy.
After fifteen minutes of logging in, it went through. I floated in the lag void seeing some message about my soul dropping something, and for two seconds I could see orange floor and wood timber frames, maybe? Then it went back to the brown screen for about twenty seconds and then back to the launcher. At least now I know it might be possible. The messages and errors window says Process ended with code: 137. Google tells me diddly squat about what that means. Considering you were making changes to the server while it was loading, I'm going to try one more time right now.
Okay, so I was doing a thing and got interrupted and forgot to finish the thing, so the server was down for a while. Should be coming up now. I don't know what code 137 means in general, but I note that if you're on a Linux/Unix machine, that might be "there isn't enough memory and the system killed the minecraft process". And rerunning worldgen because I may have had a little TOO much tainted land, in that there were two large ones right near spawn, one containing a village.
gah so I keep getting seeds where there's tainted land in the small hunk of land right near the starting spawn point, which is undesireable.
wow the rw biomes made my sp game laggy as shit :( I LOV WITCHERY ALREADY THO, the new villages it makes are hella.
I pretty much have to take dramamine to play also. But there's some other stuff you can try before you invest in that. Some people suggest playing with the game windowed as small as you can bear to have it. Also if possible you could set up a light source behind your screen. @vegacoyote I got a bunch of Warnings and Errors too. It doesn't make the game unplayable, but you might be missing some textures. It still seems like those items can be crafted/used, they'll just show up as a checkerboard pattern in your inventory, or an invisible piece (but you'll still be able to see the name on hover).
From the little I know, that seems likely. I have my system monitor up while opening Mincraft, it's during the "Initializing mods Phase 3" now and I'm looking at emory usage around 94%. I'll keep it open during my next attempt to log in to the server. *Edit Crashed before it even finished loading/Initializing. 137 again. I am now learning things about RAM and PermGen.
Also found more issues with biome selection and redoing worldgen AGAIN. Because it turns out that there was a bug which caused a nether-only dimension to show up in the overworld, which was neat but also horrible.
Okay! So, there is a world. It looks reasonable (to me). I think it works. The most obvious problems and crashes have been fixed, and I've had the game pregenerate a bunch of the territory near the starting point. I think my proposed plan is roughly as follows: Leave server down for a bit, then sometime around when most people are off work, bring it up and start building bases and such. Also I am feeling sorta crappy so I'm gonna see whether I can nap a little first. The server spawn point should be fairly close to [0, 0] and shouldn't trap you in rock I don't think. My intent is to make the [0, 0] point be a reasonably safe spawn point that gets walls and defenses and a path to and from a nearby village or something.
would we all put our bases nearish to here, or is the idea more to have a common central base everyone can default back to at need with bases scattered wherever? and in any case, how much common infrastructure would go in the spawn area? like, would putting a community garden and some useful machinery there be a thing or no? (i've never done multiplayer mc before so idk how this goes)

Dear Windows Friends. If you are having Java crash on you a few seconds after launching the .jar file, check to see if you have Raptr installed. It is incompatible with x64 Java and is causing this crash. Also if you can try to execute the java files in administrative mode.
