i think the best bit of that image for me is the fact that it specifically has the word 'unattended', implying that it's relevant whether or not someone is watching the dead birds

 

well since the bottom says 'if you have a specimen to donate please contact' they're PROBABLY some kind of ornithology lab that put out a request for samples? or something? and then people just came along to donate their, uh, dead birds. and then left them there without finding someone to give them to.

if someone stayed by their bird long enough for a scientist to come by, grab it, ask questions, that'd probably be acceptable, but taping it to the door and leaving is Not.

 

Apparently it's the ornithology department of the Bell Museum.
