Isn't an "Orion engine" a bunch of nukes you set off under your ass to launch you into space?

 

Well, normally, it would be used for a craft already in space, where you don't have to worry about atmospheric shockwaves. The energy released is absorbed by a thick copper plate on gigantic pistons, thus imparting a great deal of force to the craft in question. But with a sufficiently reinforced pusher plate, you could use it on the ground. Either for launch or for lateral propulsion.

It's just that doing such a thing would be even more insane than the normal version, and also involve, well, nuking everything around you. Which indeed tends to be frowned upon by the EPA. And all other sane people.
