this was from a comment on a retweet of a pic of an anti circumcision protester, so, idk how widespread it is but this wasn't something i personally witnessed, no.

They were in a busy intersection near one of the sports places in a nearby college town when me and my mom drove past like a week ago. Bunch of people in solid white with red-stained pants crotches and signs that said "CIRCUMCISION REMOVES 16+ FUNCTIONS". I don't think it worked very well, because I could see people cracking up in the cars around us.

yeah, that was exactly the dude i saw pictures of, the person whose twitter i saw it on was loling bc of related drama re: circumcision on the Silent Hill wikia, of all places. so its become a bit of an injoke with her i guess.
