This is Aak.

He's a character from the tower defense gacha game Arknights. He is a back-alley doctor who has emphatically never been to medical school. His dialogue on being recruited is, "I'm just askin' to make sure here, but does the phrase 'medical mishap' put you off?" Quoth his profile:

As a playable character, the way Aak works is that if you just put him down on the map, he'll take potshots at enemies that cause one of four random effects because he's injecting them with god knows what. But what you really bring him for is his third skill, Durian-Flavored Stimpack, which increases both the attack and attack speed of one of your characters by 50% each... by shooting them in the back of the head 15 times for 500 damage each.

He's listed as having 44 years of combat experience. He fights with an odachi called Decapitator and some-fucking-how does iaijutsu with it despite the fact that IRL nobody uses odachi because they're so hard to draw at all. This is probably explained by the fact that he isn't even furry!fantasy!Japanese, he's Russian, and he got it from a dead friend and therefore there was no one who actually knew how to use the damn thing to tell him this was a terrible idea. Ancient Soviet quickdraw techniques give him a burst skill that doubles his attack stat, and he has a passive trait where he gets faster the lower his health drops. And he has enough health and defense to survive Aak's... medical expertise.

The side story that's running right now has a final boss where the framing device is that he's fighting a major character who isn't currently playable, but you fight him with your own crew instead of her because gameplay/story segregation. The boss has an annoying mechanic where it debuffs the speed of whoever's dealing the most damage to it... but it's possible to do this:
