If you're not intelligent enough to understand speech, that could be a bit of a roadblock, but generally stupid people are easier to manipulate than people of average intelligence.

Very intelligent people are also very easy to manipulate sometimes, particularly if we have social anxiety or other mental health issues on top of it. If someone is trying to make you feel like you're the most intelligent member of your species that ever existed, there's usually a reason for that and it's not a nice one.
