Closest thing to Neocybex "ethic" structure more roughly translates "general local agreement to certain terms so we all survive, subject to change as soon as a new crew enters alliance" and definitely doesn't apply anywhere except one's own habcluster.

An Outlier's powers not matching their altmode is relevant in the thankfully at least somewhat antiquated views that only permitted one to take on jobs in line with one's altmode before the war broke out on Cybertron.
Since "Primus" forges us with purpose, our alt mode is our purpose.
Cybertron needs drills, so Primus forges drills and the drills better be happy as miners. If you are medical equipment you can become a medic. If you are a laserpointer you get thrown around and point at words on a white board all day.
Outliers threaten the institution of Functionalism even more than disposable, "obsolete" alt modes do.

Captain Nichrome was quoting early Megatron. His early works are fascinating, you might actually like them, even if you, like me, disagree with his later actions and implementations.
