To be fair, it's my impression that for a great majority of the war, the Decepticon forces weren't organized as a traditional military, but rather a collective of many specialized groups. Unique skills were how bots kept themselves valuable. Encroaching on someone else's specialization could be seen as plotting to make them redundant so they could be overthrown. (Please correct me if I'm wrong, Nichrome.)
