The same arbitrary distinctions that state that only men are allowed to learn to fight have deemed it womanly. Women must learn to fight by brutalizing their brothers and seeing what happens.

It's ridiculous because ninjutsu refers to the use of guerrilla warfare and espionage used by the lower classes in order to retain a degree of autonomy from the oppressive upper classes, and the idea of 'ninjas' being a group of highly trained secretive elites in an official task force not only defeats the purpose to a degree that's ridiculous, it's offensive to apply to someone like Prowl.
