OOoh, I know this one! I think it comes from targeted fire. Like if you want to take out a SAMAS that's following someone, but don't want to go through all the trouble of fully disabling it you can shoot the wings out. "Calling the shots" there means you're the guy in charge telling your guys to shoot the wings.

I can't remember if this is a thing I heard or from something I was hooked up to so it's a little foggy.
