If we're talking basically local systems of rule, where megacorps aren't taking on the control of the government but the people ALSO can't take control on a national (global?) scale until deemed educated enough - which, fair, alright, I can agree with that, I am ALL OVER educating the masses - but you can't just stop there, right?

We're talking centuries of infrastructure and planning into an essentially idealistic education system under the presumption that if everyone just KNEW enough they'd know what's good for them. But what if people AREN'T that way, right? What if they look at your deal, look at the corporate deal, and then make a bad deal? How much education is enough? Where do we draw the line? You can't FORCE people to make the right choice, that's getting into thought crimes territory, and sooner or later you're going to run into the snag of people fundementally disagreeing with how you run things, right?
