The trick to make anarchy work is to create a group of people that would punish crime. Of course, this would be abused, so we should charge a bunch of other people of writing down exactly what constitutes a crime and what doesn't, and the first group will act on that. And to make sure it's fair, another group of people would judge whether or not the people are actually guilty of crimes, and which punishment is appropriate.
And then you have perfectly working anarchy. By which I mean a government.
