I assume you did not come to this conclusion on your own because you were never in military service, Lacuna, but the problem at hand are hardly Cinderblitz' feelings. Refractor disobeyed direct orders, attacked a civilian which our mandate strictly prohibits and did not stand down immediately when ordered to. He is lucky he got off as easily as he did.
