He is a huge nerd baby and the concept of "intimidating" is firmly entangled with Old Vos for him. So when he tries to hiss at people in a military context he steals Megatron's voice. And in social context he steals White Voice (who I am still... incredibly tempted to give a character... someone help me out of this hole........)

 

White Voice is secretly some incredibly bored Vision who did voiceover work to fill time before The War :P
