Ford remembers when he had faith in democracy. It's a nice idea. Someday maybe Pennarion will be ready for it. But before the regime change, they had elections, but not actual democracy.

Canonically, Ford was made to do some evil shenanigans during elections here on earth that I don't think he would have done in his right mind or without coercion on the 80s, and he also pulled the same trick during an election in the Falls, but the guy who would've won was the puppet of one of Bill's minions, so.

He has no faith in any political system, they're all no better than the people who run them.

that is it does that through minute reaction with water in the air or on your skin. elemental sulfur is in fact not toxic or irritant but interacting with it in any way will usually bring it into an environment where toxic/irritating sulfur-derivatives will be products of spontaneous reaction.
